Since this crew seemingly knows improper/proper construction techniques, is there any reason to spend time removing the subsurface blocks/footing with the idea that eventually this will all be paved over? I'm thinking if the blocks get backfilled with dirt then tamped nicely, which they would before concrete, there's no difference.

Concrete has terrible shear strength, which is why it has rebar. So pretty much the only thing giving it shearing strength is that single piece of rebar.
