with adsense you need an account,then you can use that account with as many sites as you want
with CJ you need an account and you can use it with as many sites as you want
same for amazon, adbrite, etc... you don't need to setup 2 separate accounts on adsense, one for site A and one for site B
just setup different campaigns for each site within your account so you can track things better.

Even with traffic they can be really hard to get into (both tribal and casale). They usually want large, well established, sites or networks. CPA can be great if you have a site that gets targeted traffic and you know that demographic well enough to know products/services they respond to. Rather than penny clicks on adsense or small percentages with amazon you can make $3-100+ for ever customer you send. Main difference though is it takes more for them to "convert" and you usually don't get paid just for a click...they usually have to either fill out a form (join) or buy something. But if you know your traffic and know products services they want, or that you can sell them easily, you can make a ton more.
