What's the difference performance wise of chrome vs chromoly barrels? is it worth the $40, or a waste?

chrome aids in cleaning and longvevity. RRA makes very quality products. check www.ar15sales.com or www.eaglefirearms.net for prices. I know ar15sales doesn't list everything on the sight they carry. If it's RRA he can get it, and at pretty much the best price anywhere.

is a .223 ar carbine pistol upper considered an nfa part?

if not, what's to stop it from being mounted on standard ar rifle?

no, but if you put it on a rifle lower it's an SBR, which would be illegal without the proper paperwork

it's an NFA part if you don't have a pistol lower/own a rifle upper.

The uppers aren't considered the firearm, just the lower.. you have a sbr'd or pistol lower perfectly legal to put a 7" upper on it, but if you also own a regular lower its a felony if you put it on that one :greddy:
