I have contacts at specific outerwear jacket repair shops that can usually do that. Try these two, if I remember right they both do seam repair and seam taping.

No idea, we send all of our stuff to those repair shops listed above. If anything give them a call and ask them what they think, they can give a great idea with images e-mailed to them.
