My Airport Express was plugged into a surge protector on the floor behind my tv (plugged into my receiver also for AirTunes). My signal strength from my office was anywhere between 1-2 bars on my airport status bar, and my internet speeds were shit. I just bought a Griffin AirBase which is a stand for the Airport. Very cool looking too with a chrome bottom, like an iPod. Now the Airport sits atop my TV and I have all four bars. to Griffin

So my lesson learned ... get the airport up and in the open as much as possible for best reception. Seems that putting it up kinda high (mine is sitting on top of a 32" CRT tv) also helps as well.
