What is it that prevented this for so long? Essentially raw computing power?

I assume the belief it could be done period. remember the shit talking when spacex said they were gona do it with billions in dev money? now its just normal for us to see it weekly?

That's part of it. There are a lot of other factors that added up though.

The first is risk and reliability. Nasa itself wouldn't want to take the risk to develop something like what spacex did, because they're always a bad story away from losing a chunk of their budget. Their budget is always messed with, and it's a combination of jobs programs, old fashioned pork projects, military needs, and finally science and the desire to do something great. If nasa does something embarrassing the public loses faith and they get fucked with. The reason we stopped going to the moon, or haven't gone to mars is only because of money.
There's also the reliability concern. This adds a lot of complexity. Rockets sometimes fail, and even 3rd party mishaps end up hurting nasa.

The next major reason is payload. This causes a pretty substantial payload reduction. For years ULA and other companies have been selling the idea of big payloads, reliably. With the falcon9 SpaceX was basically saying little payloads cheap. But not they're also doing it reliably and very quickly.
