And to think I might re-open my application in the winter to try again to get into the forces
So that just raised the total to 27,000 troops?

I think we have more than that in Afghanistan.
The US currently has around 10k troops in A-Stan, Canada has a balmy 2,200. The whole op in A-Stan is also being ran by Canada, although it is being transfered to NATO.

Canada can't support much more, between training a new rotation every 6 months and recoup time for the amount we have (65k total, 20k reserve?). So hopefully this can bump us up to around 3500+ we can deploy. Than we could do more and take on more missions (such as darfur but that would even be questionable with the inaction of the UN).
That doesn't sound like Canadian forces have taken over the command of all coalition forces in Afghanistan.
Take it and leave it I can't find any articles right now but I did hear about it a little while ago. Might of changed now but I dunno. Fearens in the Army so he should know
