I drive a 2004 GTO. Do I want to go balls out HP or get a really nice road track setup

Im not making my sti and to a dragster, and you shouldnt try to make your gto handle. Jesus, why dont you accentuate what your car is good at instead of going against the grain?
Of course you can make it handle , anything can be done with the right amount of money, but whats the fucking point, it would be easier to do it with a different car.
Its a GTO, put a cam or a snail in it and some wide sticky rubber.

same here. Big cam, little nitrous. I would never try to make a GTO into a road handling car.

Yeah you have to roll the fenders and even then you can barely put a wider tire on.

I went from 225's on 8" wheels to 255's on 9" wheels
Daily driver so I'll have to go with a medium sized cam

no one will be impressed with a fast GTO. well, depending on how fast of course.
a GTO that handles very nicely, that will be more impressive. And it DOES handle well stock, but it's set up for detroit potholes.
I think you should focus on suspension. Primarily combine with weight loss if you don't mind a little sacrifice on the street.
Then add a huge bottle of NAWWWS that you engage in 3rd gear+ since you wont be able to grip shit on the drag strip with IRS and stiff suspension
