Raymond Figueroa says he believes he has to raise consciousness. The owner of La Borinquena says his message might look like a contradiction because he runs a liquor store. But the 60-year-old former alderman says he wants people to keep the community safe. He's offering the money to any person who turns over a gun to police in the city's 14th district. His offer comes as Chicago police and Superintendent Jody Weis (WEES) have come under fire for a recent uptick in violence. Although the murder rate in Chicago is on track to be the city's least deadly in four decades, the murder rate is up 13 percent this year.
