How often should I use it and how many times should I wind it up when I do it?

I think it depends what your regular routine looks like. If you do fullbody x3 per week, then just work forearms w/ that as you would work any other muscle.
If you do an upperbody split of back/bi and chest/tri I guess I would do that particular forearm exercise on shoulder day, because you're holding it at a lateral raise (although, if you're only using a 10lb plate it probably is no big deal).
am i supposed to hold it out in front of me with my arms parallel to the ground?

I hold it straight out, it makes it harder, and gives your shoulders a workout.

8 kg=17.6lbs I can add weight to it really easily, but the 17.6lbs is honestly kicking my ass. My forearms are weak as fuck.
My dad used to have an old weight set in the basement and it was from that. I have no idea why he kept it after he threw the bench out, but I'm glad he did. He made it for me in about 5 minutes.
Holding out in front of you definitely makes it a shitload more difficult. Introducing a moment will do that shit though. Do your elbows flare out when you're doing it or do your arms stay parallel to each other?
