Ctrl+F3 won't select the Dock. WTF
all it does on mine is MUTE...
Try Fn+Ctrl+F3? It works for me
(only if you have a laptop though)

what's the command to mute the sound and make it stay muted?
It should, however the function key is locked on so that you can use the volume/brightness/etc with out hitting Fn first, so the standard Ctrl+F3 will need the function key pressed to disable it for those key strokes
If it's not staying muted, then one way would be to get a pair of crappy head phones, cut off the cord, then plug the end in
