hmm.. doesn't really do much for me.. can't put my finger on what it is though... Exposure is fine.. I think it's a composition issue... no real subject either and there is nothing really spectacular to draw your attention.. i dono..
That black thing in the bottom left is kind of distracting too.
I think little things like that make it interesting
I really like this actually. What kind of lens? The concrete barrier wall makes the photo IMO. It separates the water from the mountains in the background. Making it seem really cool.

I like it the only thing would make it cooler if people were sitting off the ledge
It kind of just looks like any old snap shot. Could have taken it without even looking through the eye piece. I would have rather seen either more of the water or more of the street.
if it was taken from the beach with that guy in the water in the forground maybe... it does seem to be a composition issue because the colors are great.

Nice exposure but I agree with the fact that it needs a little more order to the image. I would try cropping out the power pole and just leave the palms and beach.
edit: that way the wall draws your eye all the way into the chapel on the horizon.

the way you have it, the wall just goes straight off into the very middle
