I need a decent pair of fairly inexpensive shoes to use while walking. Can anybody recommend one?
reebok classics. I don't think they have the best arch support in the world, but they're cheap, last long, and have very soft soles so they're lightweight and extremely comfortable.

Shoes fit everyone differently so Id just go to a shoe store and try on running/walking shoes in your price range until you find some that feel just right. As far as brands go I like Asics and New Balance for running.
I would recommend Asics and New Balance as well. When I was in highschool, I used to work at sportchek, and those were the most comfortable shoes in my opinion. They don't always look that great, but they do the job well.
Pretty much the best right here.

At that price I am going to have to continue walking barefoot like I do on my treadmill every day I prefer walking barefoot over the crappy shoes that I have but I simply cannot afford to spend that much on a pair of shoes right now. I was thinking $40 tops.

If you are going to walk barefoot, then just go to the beach and do it. God, I can't image working out without good sneakers.
Beach? I live in Wisconsin there aren't any beaches around here that are longer than 100 feet or so.
