TECH Help me out? It's for the army.

I'm building a site for my Army unit, www.royalmontrealregiment.com (I made that one in '03-04), and haven't done much web design since.

Is what I came up with up to now (obviously there's a lot of problems with it). Any quick pointers on what I should do to make it look great? Any things I should add/remove?
1. The menu is not aligned, just playing with it.
2. Middle picture would change every page.
3. The site would grow with the screen res (center area), while the solid blue/gold/red would grow on the header, which might look weird. Any ideas?

hmm.

Maybe it's the glossy menu which is throwing me off and not taking the site as seriously.
