I wouldn't call it fully functional. If you could actually make live rounds that small there's no way it would be strong enough to cycle the action.

It's a collectible and there is a market for that. There are top shelf knifemakers who make scale miniatures of knives and many shows have prize categories for them.
If it is a true scale model, meaning all parts interact and function identical to the original as designed, it is a pretty cool accomplishment. I don't think that's the case here as you can see a pretty visible gap between the frame and the slide.
Personally, I prefer steel with a well polished blue finish. I'll leave the gold guns for Iraqi dictators.
Unless I had iraqi dictator money then I might buy some gold guns for the hell of it. I'd pay a few million for hitlers gold ppk or some shit just so I could take it to the range and dump a few hundreds through it to piss off collectors.

That's just silly. A Derringer is as small as anyone really needs a gun to be, for show or otherwise.
That thing looks like a keychain cap gun I used to have when I was a kid.
