honestly, it's because using density to define a city is a terrible metric.

Population growth to a critical mass allowing economic development and increased wealth to a certain percentage of a population is more important. Once there is a certain amount of excess free wealth, museums, the arts, whatever you are really trying to use as what makes a real city start to develop (who knows, because you're terrible at explaining yourself).
