What specs do I look out for?
I'll stare at your avatar while we wait.
If you want to game, IMO one of the most important specs is Response Time. It should be in the 16ms or lower range like 8ms. Anything above 16ms and you'll get blury movements.
If you aren't a gamer, then IMO the next spec is contrast ratio. Look for something in the 450:1 or higher like 500:1. I have a monitor that's 450:1 and I think it looks amazing!
Resolution and dot pitch are specs from the old CRT days and IMO are not primary considerations for an LCD.
Here's an article on 19" LCD's and a comparison of different models:

Hope that helps.
I have 2x Samsung 940b and I love them.
Small frame ftw!
Manufacturer rated response times are bullshit.
Helped a ton. I actually found a good buyers guide on Ebay and bought one last nigt. It has 5MS, 600:1, but the only 'downside' is the 1440x900 resolution, as opposed to a 1660x1100 or whaver it is, but I've been told the difference between the two are really noticable
i like my 1440x900 monitor. *shrug* it's an alright resolution
same here but only one. mine says samsung 940bw though...
