Looking for tips on getting digicam pics to have this sort of effect..

Turn up the contrast in Photoshop.
It's definitely not the best example, but increasing contrast and decreasing brightness is the key.
Copy new Layer, Aply gaussian blur on the top layer, layer mask on the blured layer, with the paint brush on black click on the layer mask and "paint" over what ever you want sharp....... try different size brushes depending on what you want, as well as the oppasity of the brush.
also if you want that glowing look, you can copy a new layer and aply a diffused glow (filters, distortion, difuseglow), make the oppasity to like 20% and add a layer mask, with the paint brush on black paint over the layer mask to errase what ever you want darker
check that pluggin out
(first pic) Thats not a gausian blur.. its the Noise>median filter.
Duplicate layer, Filter > Noise > Median (set number accordingly), Apply layer mask and brush away where you dont want the effect, turn opacity up and down to get best effect.
i think they are blurry, but it could be my eyes
What effect? The smooth skin...the lighting...the depth of field? All of it?
Shooting it like that from the start helps.
Mostly the smoothing of the skin and the lighting.
