You can use solvents to soften it, then use your fingernail or plastic razor blades to pick at it. Road paint can be really, really tough to remove completely.

A solvent is basically something that dissolves another something. In this case were talking about Acetone, Iso Alcohol, Lacquer Thinner, Mineral Spirits, Body PrepSol, Denatured Alc, etc. I think that while you've probably got Isopropyl already in your home and it may do the job safely, road paint is hard to remove and it won't be as efficient as something like Acetone that can react adversely to some plastics.
Wipe the hell out of it with a microfiber towel and auto paint reducer.. don't use acetone or anything harsh, just a slow acting reducer. Don't worry about scratching the paint for now, just try and get the most off you can. Then compound, polish, and wax it after.
