Cheap CCD camera w/ IR filter removed, IR LEDs, LCD w/ dim backlight and optics to allow the eye to focus on it from ~1" and a headstrap. Easily done for $40 with the cheap industrial might of the Pacific rim thrown in...
They actually work pretty good. I have an old Sony Handycam with NightShot(tm) that uses the same technology, works great.
If anyone can get some LaRue Tactical stickers, we can charge an extra $100....
Yep, my son got one for Christmas. It's quite grainy, but it actually does work. It's only one eye (the other side flips open).

I was actually thinking about building something similar:
$40 camera lense + $100 lcd = night vision
Those Pure Digital "single use" digital camcorders have everything you need (save for the LED's, headmount, and optics for close-up use) for ~$35 ... too bad the process for "unlocking" them doesn't work anymore.
