These are little problems and fixable with some compromise- but am I doing something wrong or is there a better way to do it?

In FF I get 5 full lines of text and in IE I only see 4.5 lines. Why is that? Isn't a pixel a pixel regardless of what's viewing it? :o

#banner { height: 214px; width: 708px; overflow: hidden; background: #f7f7ff; border-top: 1px solid #363636; border-bottom: 1px dotted #363636; }
#banner p { padding: 0px 5px 0px 5px; font-size: 12px; line-height: 16px; }
#banner .indent { font-style: italic; text-indent: 10px; }
Also, I use a list for the menu and a hover:margin- but in IE the background image twitches with the mouse over a link and in FF it doesn't.

#header { height: 45px; background: #363636 url(bg_header.gif) no-repeat right; color: #363636; border-bottom: 1px solid #d6fa66; overflow: hidden; }
#header ul {padding: 0px; margin: 0px 0px 0px 5px; list-style-type: none; }
#header li { margin-right: 5px; padding: 15px; float: left; border-right: 1px dotted #d6fa66; font-size: 12px; }
#header li:hover { margin-top: 2px; }
#header a { text-decoration: none; color: #f7f7ff; font-weight: bold; }
#header a:hover { text-decoration: none; color: #d6fa66; }
