I'm just not exactly sure what to do after that though, like what specific things I'm looking for in the code

I'd like to use dreamweaver to make this would that be at all possible? I'm trying to find tutorials but I'm not having much luck.

Dreamweaver understands CSS.

Honestly, the easiest way to learn how to write a website is to read the source code for another website that does what you want, figure out how they did it, and then re-do it yourself.
