I use the fattrack II but I get results that vary from 9% to 14%. But maybe I have to get better with it over time? But I am urged to buy a BF % tracker that just sends an electrical signal, even though it may not be 100% accurate it should show accurate change over time... right?

no, you'd be better off looking in the mirror.
Actually Bioelectrical Impedance is probably the worst method you could use.
it works for tracking progress that's about all it's good for
