You're referring to the entire Houston metro area. The city of Houston is part of that metro area. Just like the San Jose metro area, yes, it is huge, but the "metro area" contains multiple cities: San Jose, Campbell, Santa Clara, Milpitas, etc. That doesn't mean that San Jose itself isn't a city.

And Houston most definitely contains an urban area. Shit's hella urban, just go downtown.
