I know it's kinda old news... Jan '10, but I didn't see anything posted about it here...
No, barrel shrouds are legal. They found that the GSG-SD models actually acted as a suppressor. Probably not much, but even if it does suppress the sound, it will be classified as a silencer.

Even if it's a decibel or two, it's considered a sound reducing device.
This just in, ATF to ban hands when placed on barrel shroud. All persons with hands are advised to turn them in immediately or go to jail.
I wonder if they'll do that with the colt/uramax.It does have a sleeve/shroud covering the barrel...

The ATF's Definition of the Day for a suppressor is anything that has the physical design of an enclosed chamber with a single opening for the bullet to pass through, regardless of actual sound reduction capability.
e.g.; To be a duck, it just has to walk like a duck, it doesn't have to quack like a duck.
Although this may change tomorrow, depending on how fresh the coffee creamer is.

Not having laid hands on one since this new interpretation of law, my understanding is that it only affects the SD model and is because if you partially unscrew the shroud, it creates an ad hoc single expansion chamber.

looking at the design the silver barrel slips into the black shroud which is really there for appearances sake
now in theory there's an air gap (i believe) so that *may* in the laboratory provide *some* reduction in sound
anyone with common sense will see that this wasn't ATI's intent and any reduction in noise would be slight...
but hey, this is the BATF and they need to satisfy their position

So um...how exactly does a shroud that keeps the operator from touching the barrel also act as a silencer? Doesn't a silencer have to attach to the end of the barrel?
Can the shroud be removed and installed the other direction? So that it actually extends from the end of the barrel? I don't know if the threads in the shroud actually have a shoulder to tighten against to stop it from being installed this way.
