if you had 2 nics and two independent internet connections, would your speeds be ~2x as fast?

more or less, can a pc utilize multiple nics to achieve faster speeds?

No. You would have to write network affinity browsers to do that. You could however do torrents on one connection and browsing on another - but trying to download the same thing over two connections would cause a lot of overhead. I actually tried this back in the days of dial-up, I had a digi-board with 8 modems and dialed into the ISP (it was a feature of NT 4.0). The overhead was brutal. It was faster than 1x, but nowhere near 8x.

Best option is to go with a dual WAN router and create your rules based on your traffic needs

With two NICs I believe you'd have to create static routes for each interface, or if the software supports it, simply select an interface.

As already mentioned, you can use one NIC for standard internet use (browsing, gaming) and another NIC for downloading (torrents, usenet). This will result in faster internet, but can slow your PC if you use one hard drive. Torrents and such will be writing, and if you're gaming, trying to read from the hard drive.

It's really not worth it for the cost of another internet line.

What are you trying to accomplish with this? You should simply upgrade your internet package or change ISPs.
