My highschool gym had shitloads of bumper plates, none of the 3 gyms i've been to in my area, nor my university gym, has them.
so wtf are bumper plates?
Plates with rubber around the edges. They're great if you're going to do power cleans or something like that.
Pick it up off the ground and lift it overhead. Repeat.
And just so you're not like the dumbass football players that share our weightroom, don't just drop it from overhead with just a 10kgs plate on each side. It's best to lower it under control, or your plates will break eventually if they are the ones in the picture. The rings have fallen out of several of our 10s because of this.
