I have seen this tactic done before in order to get another co-pay out of the patient...pretty scummy.
No, it's just paying for the physician's time. Try calling your lawyer for 15 minutes and see if they talk to you for free

mine charge $100 for a 15 minute conversation.
If I called every person with their test results and talked them through it, I could spend an hour or two of completely unpaid time there. My days are already full, so there's no time for that. If you want your test results with no interpretation, you're welcome to contact the facility that did the test and simply request the results. They have to give them to you. But they won't come with your physician's input.
If it's simply a normal result, I often just have my nurse call and say "It was normal."
