I was clearing out bushes and the cap was laying next to the pipe and the pipe is filled with dirt.

it could be a termite bait test thing, see if you have others around the perimeter of the house. we have something kinda similar looking to that.

essential they put like wood in them, and the pest control people come by quarterly to check to see if termites are eating it.

Maybe something to clean out your clogged pipes from the outside. Next to the kitchen?
That's the weird thing. It's next to nothing. The red line is water coming into the basement from under the slab. Green is where sewer goes into the slab. Yellow is where the pipe is and orange is the kitchen.

That is a possibility as based on its location it seems unlikely to clog naturally. I have not noticed any others around the house and the rest of the perimeter is not obstructed by vegetation.

It would be a very odd location for a shut off valve.

I was hoping that green cap was standard for something lol.
