You can make seals and cut CPUs with it. It says right on the page
im guessing that it laps the cpu by creating a perfectly flat surface, that combined with lapping your heatsink is a supposed way to get better contact from the cpu to heatsink and offer better transfer from your thermal paste, thus better cooling? Im a computer building newb, but i think that sounds right
