Kinda both. Its flare.
Did you use a UV filter?
EDIT: Worth noting is the fact that it is probably flare that the lens always produces but you normally dont have a (relatively) incredibly bright light from long exposure next to a (relatively) incredibly dark region of the frame. In other words, this is probably the only time this behavior would manifest.
had a uv filter on the lens. i didn't think i'd get a flare b/c i wasn't shooting through a window.
Never seen flare when shooting into the sun (not being a window and out in the open)? CIA or Flare, those are your only options. Can't ask a question and then not accept the answer.
What were the settings you used when you took the pic? I'm just starting out and trying to figure out my camera settings.
