No, the algorithm should add all of the rounded process CPU usages together and subtract them from 100. What they did doesn't necessarily reflect a failure to do the math right, but a failure to think through the algorithm before implementing it.

I had Zend, MySQL, IIS, Apache (yes both), and Photoshop open... along with several explorer windows, ssh client, mysql query browser, itunes, opera and firefox.
so 900MB is running on the low-end of what I am usually pulling. I bet PS had sent it's stuff to disk... because when that's actually running in the foreground it's closer to 2GB.
I think he meant on the bottom end, so you don't wind up with negative numbers.
It would have been simple enough for them to just use an extra decimal place.
But simpler still is that it doesn't really matter.

You cap the CPU USAGE READOUT for the idle process at 0, dumbass. The readout is just a convenient abstraction for the user to look at, it doesn't have to be perfectly accurate.
It's also possible that he uses his machine for more than just browsing OT.
Then why are you fucking with the algorithm if it doesn't matter whether it's fucking accurate?
