There is a bunch of Red tape bullshit ongoing and SpaceX is trying to pull a fast one regarding the original approved Enviromental Impact study for launching Falcon rockets only, in boca chica. Not the worlds largest rocket, multiple times daily. So, they potentially might have to start Over entirely with the FAA and the EIS, EA, or worst case move all the infrastructure somewhere else.
