Problem: on my laptop I hear this buzzing/ static-like sound whenever i use headphones (ear buds are more pronounced, closed headphones is presence but not much). In movies it happens when no one is speaking or no background music, in music it happens at the end of the song. When it's hooked up to my speakers I dont' hear it, but it's probably there just not as loud I think.

I should mention it doesn't matter what I listen to, mp3s, dvds.. it's there!

is this an equipment failure or frequency interference?

If you are using Windows run sndvol32.exe. Set all your level a few ticks down from the maximum. Then max the little volume wheel/knob on your laptop.

Its interference you are picking up. That is one of the major downsides with cheaper soundcards, they can pick up noise rather easily.

This is one reason why digital audio out is such a good idea, no noise at all... Unfortunatly I have yet to see pair of headphones with a digital to analog convertor. :(
