and just in case: can slide->barrel->frame play be tightened if need be?
I'd take the Spartan myself, GI guns aren't that fun IMO.
All the above can be tightened, but not cheaply. Barrel/slide fit being the most important for practical purposes, but even that will likely require an oversized bushing and fitment.
In today's market, it's almost always cheaper to just buy a gun that has the features you are wanting (especially if you catch the plethora of semi-custom 1911's out there right now) vs buying a base and building it up.
Not even close, STI Spartan over a GI any day regardless of application. Have you held both of them? That's hardly a difficult decision.

Is there any reason to go with the STI Spartan instead of a Charles Daly or Rock Island? Aren't they all made by Armscor in the Philippines? Anything special about the STI since I've heard such negative statements about the RIA and CD 1911s?
My Spartan was flawless for me. Frame/slide/barrel fit was very good.
I have a G.I. but I'd recommend the Spartan if you're worried about fitment. My G.I. is great because it works fine and eats everything I feed it. I didn't want something super tight that would have a problem with dirt. Accuracy wasn't a real concern for me either, I just wanted something to chuck .45 out the front and function every time.
Then why not a glock
I've got a 17, it chucks 9mm out of it just fine.
