First Republic needs liquidity because of all the withdrawals. The 30b allows them to help meet withdrawal needs and to reinstill customer confidence with the bank.

If I understand correctly we have way more banks. I'd guess it's intended to improve competition. But obviously we have less than adequate regulations.

I would guess most Canadians never use a bank that isn't one of the "Big 5" although here and there you hear about people and businesses using credit unions.
