its a feature in ps cs4 but there is a plugin/software addon that gives picture more DOF?

no thats not it it uses one pic and changes the exposure and gives the pic more depth
You can vignette or selective focus an image...or you can blur the background, or you can fake a lens blur over distance using a depth matte. You can selectively desaturate an image so only your subject is in color. There's a lot you can do....
You can't, however, add more depth of field to an image short of re-shooting it. Unless, perhaps, you thought it through in advance and have a few shots with different items in focus. But not with one image.
Theres no plugin to magically invent the data my camera didnt capture?
The software you're talking about has never been officially released.
Shoot everything on tiny sensors at tiny apertures, use AF sensors across the frame to grab depth information from the scene. Then, selectively apply focus in post using that data in camera raw.
I think Adobe demo'd something like that a few years ago.
