Why does google maps/waze (and the radio) refer to any vehicle on the side of the freeway as "stalled"?

(other than obvious crashes)

flat tire? "stalled". threw a rod? "stalled". blew a tranny? "stalled". out of gas? "stalled".

"broken down" or "disabled" would be far more appropriate
