Both options are a dime a dozen and can be bought at anytime, and a Winchester garand is just another garand.

Personally, I like NFA stuff.

How does the Form 1 come into play?

Isn't form 1 needed for a can? Not up to date on my NFA shit

Form 1 is the "Application to Make and Register a Firearm" ie SBR, SBS...etc

Form 4 is "Application for tax Paid Transfer and Registration of Firearm"
